Poised like a plump-bodied spider in a web of walkways, a 105-foot (32-meter) diameter titanium observation sphere distinguishes the glowing FCG Building near the Toyko waterfront. Constructed on landfill, the 25-story building houses a studio and offices for Fuji Television Network and Nippon Broadcasting System. Avant-garde architecture dots the bay, a legacy of the boom years before 1990 when a tenacious slump struck the Japanese economy.
