Toting hot noodles, a volunteer from a Korean church helps feed homeless people lining the banks of the Sumida River in Tokyo. Like other areas of Japan, Tokyo Bay area has suffered from a sustained 12-year economic downturn. The unemployment rate has hit 5 percent—a post-World War II record—and members of the professional class now number among the jobless.
