Traffic Cops
Photograph by Jodi Cobb

A Guardia de Finanza helicopter's shadow darkens the sand as a patrol looks for trouble along the southwestern coast of Italy. Traffickers land contraband here—drugs, weapons, cigarettes, people—smuggled across the Adriatic Sea from the Balkans. Patrols along the beaches often find piles of clothing, perhaps shed by illegal immigrants or trafficking victims who, after wading from ships, scramble into dry clothes carried ashore in plastic bags.
