Three decades after Vietnam's "American War," the stars and stripes have become a fashion statement in the old quarter of Hanoi, where streets are jammed with motor scooters bought in the flush of a burgeoning market economy. After the country plunged into near-famine conditions in the mid-1980s, the communist government began free-market reforms.
