A Csángó man revels in the sound of traditional music played by a Gypsy, or Roma, band during a festival in Vladnic. The Roma have become musical curators of sorts in regions where Csángós never learned—or have forgotten—their folk music. To prevent further loss of cultural memory, the Council of Europe has urged the Romanian government to help Csángós preserve their culture through education and economic aid. "Their folk culture is being recorded," says British scholar James Kapalo. But "it's a mistake to think the Council of Europe can save them against the modern world."
