He lives on the water and the city was created during the time of slavery, The local people build their homes on the water and had the Voodoo doctors put a spell on the water so the slavers were afraid to enter the lake to capture the locals. this city has over 30,000 persons living there with schools and hospitals all build on stilts, on the water
