"Chisler" is the Irish slang word for a child, but more typically associated with boys. In Dublin, where I come from, it's more generally used to describe inner city kids with their classically dirty faces and generally unkempt appearances, but possessing a sharp intellect and devilment about them. Nowadays, it's a term of endearment, a stark contrast to its origins in much poorer times in Ireland's history.
